Meet Clyde in the Great Desert to start fishing, and catch all 25 fish to earn the Ocean Maid nano suit. Here is how to fish, which bait to use and what the shop offers.
Progress the main story to the Great Desert and you can find Clyde near the Oasis. He gives you a rod, and guides mention a Great Desert side quest, Looking Glass, tied to him. One English guide says you can reach the desert once you get to Abyss Levoire.
How to fish
Equip the rod and choose bait.
Tilt up to cast.
When a fish bites, press to hook it.
Tilt opposite to the fish's direction while tapping repeatedly.
When it stops, press as hard as the blue bar asks.
Keep going until the upper gauge fills, then reel it in.
Bait and fish sizes
Small Shrimp: small fish (Gold Fish, Betta, Butterflyfish, Mudskipper, Porcupinefish, Lobster)
Wriggling Insect: medium fish (Koi, Salmon, Sea Bass, Mackerel, Channel Catfish, Flying Fish, Red Seabream)
Fish Slice: large fish (Sailfish, Pacific Bluefin Tuna, Mahi-Mahi, Halibut, Ocean Sunfish)
Special Bait: gigantic fish (Great White Shark, Arowana, Pirarucu)
Fantastic Bait: jumbo fish (Whale Shark, Dunkleosteus)
Fishing spots and Fishing Points
Spots include the Eidos 7 Clocktower, the Xion-Wasteland path, the Great Desert Oasis, a hidden cave in the northwest Wasteland and the Plant area. Sources count five or six, so check your in-game map. Catches earn Fishing Points (FP), and Clyde reveals more spots as you catch more. Jumbo fish pay a lot, such as 450 for Dunkleosteus.

Tips
Turn on Fishing Mode in the Accessibility settings to make it easier, and buy Fishing Data first to improve big-fish success. Collect small and medium fish with cheap bait first to build FP, then chase Fantastic Bait after 20 species.
